is a city in Wayne County in the U.S. state of Michigan. The population was 9,917 at the 2000 census. It is named after the River Rouge (or Rouge River from the French "Rouge" meaning red), which flows through a portion of the city into the Detroit River. The city includes the heavily industrial Zug Island at the mouth of the River Rouge.
According to the United States Census Bureau, the city has a total area of 3.4 square miles (8.8 km²), of which, 2.7 square miles (6.9 km²) of it is land and 0.7 square miles (1.9 km²) of it (21.70%) is water.
